This Manc has the effect of causing victims to become fuelled with anger and rage and begin to shout and cause havoc to their surroundings. Usually an area or multiple victim effect Manc, it is almost the opposite to Fear, making the victims almost fearless, their rage encouraging them to behave in a semi-violent way while protesting something that bothers them. In some this does cause outright violence and harm to others or themselves. To most it cause some damage to objects or a mere tantrum-like show of throwing objects about to cause disarray. In only a few it causes little more than some shouting and a waving of arms or other agitated movements.The cause is to make the victims become the focus of a disturbance.
All victims get a Save Vs Manc to resist. Those that fail instantly find themselves enraged over some matter, either something obvious and current, or else some deep concern or trivial annoyance that now surfaces and seems to the victims to be of major concern and frustration. When the Duration ends, the victims snap out of their rage and realsie what they have done. Sometimes this is the aim of the use of this Manc,to make an individual, or group feel ashamed, confused, or even to relieve a tension that has been growing inside.
The maximum number of individuals that are effected is either
dictated by the item (default), or else equal to the caster's Level x
2. Victims in the Uproar can be restrained but will resist. They will
see any attempt to placate or stop them as a moral attack upon their
focused anger, seeing it as a means to supress their rights, feelings,
or to continue that which has become their focused anger. Friends can
fall out, enemies clash, rivals can argue,the effects are personal to
the individual, and their actions are exaggerated forms of their normal
actions if riled to such a degree. A clear sight of part of the victim
must be visible upon casting.
While the Uproar is in effect the caster can merely pass on by, unaffected as they seem to be the only ones ignored by the rage of the victims. However, any unaffected persons with the caster may be noticed and focused upon by the victims.
Uproar replaces Fear and then takes effect. It can be replaced by Fear, which then takes effect, or it can be negated by Banish Manc, or True Seeing.Restoration has no effect, as it is subconscious anger or frustration that is being released in an exaggerated form.
By adding +4 Power Levels the caster can cause the Uproar to become contagious. With every victim that touches another non-victim, the non-victim must make a Save Vs Manc or also become a victim anew. The new non-victim (called touch victims) do not pass on the contagion, but the original victims continue to pass on the Uproar to new victims as they come into contact with them. However, this contagious Uproar has its stated Duration halved.
By adding +3 Power Levels (cumulative with any other modifications)
the Duration can be doubled. This Duration extension can only be
doubled once.

Item Creation:-
The powder is red in colour and must touch its victims to take effect. 2 powders are created.
The glove must have some red decoration upon it or in its design. The glove can be used at range or upon touch.
The staff and rod must both be tapped on the ground to activate and the user have clear Line Of Sight to the target.
The scroll affects all within hearing range, they need not be in
Line Of Sight, and thus can be cast via other mediums over distances,
such as through a Wizard's Ear or the like.
